If Mother Teresa had become President, UP would find a way to oppose her, the thinking went.… We recall that Joseph Estrada, when he was in Malacñnang, was also offered such an honor—but Erap, even if he never finished college, wisely declined his honorary UP degree.
Fighting maroons or morons?
The University of the Philippines has decided to give President Noynoy Aquino a doctor of laws degree, honoris causa. Old hands at Diliman wryly commented that perhaps UP wanted to be first again—or at least to beat Noynoy’s beloved Ateneo to the “honor” of giving the President an award that not even his old school has given him yet.
There was a time when people believed UP was hard-wired to oppose any President simply because it had been doing so for so long. If Mother Teresa had become President, UP would find a way to oppose her, the thinking went.
Well, not anymore, apparently. The premiere university, we’ve been told, is now on full mendicancy mode and will do anything to get more funds from the state—and a doctorate degree does seem a small price to pay for that.
On the other hand, it’s not the first time UP has tried to confer academic awards to Presidents with such callow motives. We recall that Joseph Estrada, when he was in Malacñnang, was also offered such an honor—but Erap, even if he never finished college, wisely declined his honorary UP degree.
The official Diliman UPDate Online site said the award will be given to Aquino “for providing leadership in rallying the people to stamp out corruption, campaigning for institutional reforms and creating an environment for agencies, including the Armed Forces of the Philippines, to act with dispatch on malfeasance in government, promote the rule of law, and respect people’s constitutional rights.” Law Dean Marvic Leonen, an Aquino booster who has joined the administration, could not have written a better citation.

Alfredo E. Pascual is a BS Chemistry cum laude and a Master of Business Administration graduate in UP Diliman. He worked as an instructor for the UP Chemistry Department, a part-time lecturer in Ateneo de Manila University, and a faculty professor in the Asian Institute of Management. He spent most of his career in the banking and finance profession, working in the Asian Development Bank for 19 years and held key positions in several private companies. He is in favor of utilizing UP’s land assets, but maintains that“commercialization of assets should be distinguished from commercialization of education.” UP’s tuition feesshould be kept low and its public character must be preserved, Pascual added.During the undemocratic removal of former Student Regent (SR) Charisse Bañez as SR, Pascual sided with the sectoral regents and chose not to attend the March 2010 BOR meeting, where proposals of laboratory fee hikes and a Physical Education fee were to be approved. How do you plan to address the perennial problem of insufficient funds continually granted by the government to UP? “I plan to approach the government and negotiate for [a greater UP budget] and a long-term commitment for [higher] capital expenditures [by using] a 10-year development plan that [highlights the university] as a key to national development… The University must also continue programs [that]pursue partnerships with government agencies, private enterprises, and foreign institutions… [Furthermore,]UP‘s land and other assets may be used to generate extra funds to meet the University’s needs [such as] incentives and welfare benefits for faculty and staff and providing need-based support for students.” *** (Unang nailathala ang sumunsunod sa Issue 14 ng Philippine Collegian noong Oktubre 1 bilang bahagi ng segment na “Pambungad.”) Alfredo E. Ano ang iyong pagtatasa sa anim na taong panunungkulan ni Pangulong Emerlinda Roman? “I think she has achieved progress in implementing much of [her10-point] plan, [which was designed to address U.P. as a Center of Excellence and a Center of Culture, as an Efficient University; and the Celebration of the U.P. Centennial]. At the same time, governance and other issues have been raised against her administration.” Sa lahat ng naging pangulo ng unibersidad, kanino ka pinakabumilib at bakit? “President S.P. Lopez managed to [preserve UP’s autonomy and] steer it through the years of campus activism that fired the national struggle against a repressive regime. President E.J. Angara transformed U.P. into a system of autonomous universities and introduced curricular innovations (e.g., Intramed), while showing [alternative ways to generate] additional resources by tapping alumni generosity. President F. Nemenzo, Jr. implemented programs [which] enhance student, faculty and staff welfare, incentivize research and creativity, and promote Philippine culture, while [supporting income generation] projects through commercialization of University assets.” Kung ikaw ang mapipiling susunod na UP president, ano ang iyong gagawin sa iyong unang buwan sa posisyon? “Firstly, I will review the University’s administrative structure, [to transform] it into an effective machinery [that will] manage the remaking of UP as a great university.Secondly, I will develop and pursue options to address the short-run consequences of the 2011 budget [cut] for UP as well as options to bring about [long-term] financial sustainability [to] the University. And thirdly, I will gear up for the preparation of a 10-year development plan for UP that will serve as basis [in] negotiating [for greater and longer-term state subsidy] with the government.” Anong karanasan sa buhay ang pinakamakatutulong sa iyo sa pagpapatakbo ng isang unibersidad? “My background as an academic, international finance professional, and management practitioner has equipped me with the world-class skills, experience and values that the next U.P President needs to prevail over the challenges that [UP] faces in its new role as the country’s National University. The UP TRAVEL SOCIETY is a duly recognized socio-civic, non-sectarian, non-political and non-profit organization based at the University of the Philippines Asian Institute of Tourism. Since the founding of TS in 1987, its has been faithful to its main objective of promoting and organizing domestic travel among students; serving as a training ground for tourism-oriented students; encouraging social and environmental awareness; maintaining and developing excellent standards of service; and promoting brotherhood and camaraderie among its members. The organization has upheld its objectives by coming up with trips to various regions in the Philippines and by organizing numerous events while simultaneously leading environmental concerns such as tree-planting missions. Also, the organization has been organizing Musmosyalan, a special tour for street children and orphans. Truly, the UP Travel Society has gone places.
